Who We Are Supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
* Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
* Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
* Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
* Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
* Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The Program
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain a high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categories: NATO International Civilians (NIC), Military (Mil), and Interim Workforce Consultants (IWC). The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Background
NATO Communications and Information (NCI) Academy develops and delivers NATO Technical and operational training on a variety of communications and information systems (CIS). In response to the increased demand for tactical radio training and the desire to diversify the workforce while maintaining the quality of training provided, the NCI Academy is soliciting commercial industry for interest and ability to support the preparation and delivery of Ultra High Frequency (UHF) Tactical Satellite (TACSAT), High Frequency (HF) and High Capacity Deployable Line Of Sight (DLOS) radio training. The selected supplier shall make available a contractor capable of providing the services specified in this Statement of Work, adhering to the intent to obtain Tactical Radio subject matter expertise who can prepare and deliver NCI Academy curriculum to the standard expected of a NATO CIS Technical Instructor. The work shall include coordination with the NCI Academy Tactical Radio or High Capacity DLOS Subject Matter Experts (SMEs), as well as onsite preparation and delivery of UHF TACSAT, HF and LOS training to customers from the NATO Command Structure, NATO Force Structure, NATO member states and select partner nations.
Role Duties And Responsibilities
The main objective of this Statement of Work is to deliver specialized training services as outlined below. The instructor will be responsible for executing the following deliverables:
* Training Coordination: Collaborate with NCI Academy Tactical Radio and High Capacity DLOS Subject Matter Experts (SMEs) to align training content with academy standards.
* Course Delivery & Execution: Prepare, conduct, and manage the full training lifecycle for Tactical Radio and High Capacity DLOS systems, including setup, instruction, and post-training activities.
Essential Skills And Experience
* Advanced knowledge of current NATO UHF TACSAT, HF and LOS waveforms and modes of operations.
* Advanced knowledge of NATO operating procedures relevant to current UHF TACSAT, HF and LOS operations.
* Advanced knowledge of the AN/PRC-117F and PRC-150 radio operation and maintenance, to include antennas and ancillaries.
* Experience with development of technical documentation, training materials, instructional and learning aids.
Desirable Skills And Experience
* A0026 High Capacity DLOS Operator/Technician Completion.
* A0037 UHF TACSAT Basic Operator Certificate of Completion.
* A0038 UHF TACSAT Application & Database Manager Certificate of Completion.
* A0050 HF Operator Certificate of Completion
* A0970 NATO CIS Technical Instructor or equivalent Certificate of Completion.
* Knowledge and experience of working with the NCISS or NCI Academy.
* Knowledge on modern tactical radios such as PRC 117G, PRC-152, PRC-160 and PRC 167.
