The Polytechnic of Leiria (IPLeiria) opens the call for one (1) application of research grant, hereinafter referred to as Doctoral Research Grant, in the area of Sports Sciences, under the FCT Research Grant Regulations (RGR) and the Research Grant Holder Statute (RGHS).
The scholarships will be funded by the Foundation for Science and Technology (FCT) under the Collaboration Protocol for Funding the Multi-Year Plan for Research Scholarships for Doctoral Students, signed between the FCT and the Polytechnic of Leiria (IPLeiria) and the Polytechnic Institute of Cávado and Ave (IPCA), within the scope of the Regional University Network - European University (RUN-EU).
1.APPLICATION SUBMISSION
The call is open between January 02th to midnight (Lisbon time) on January 24th, 2025.

Each candidate may submit only one application, under penalty of cancellations of all applications submitted.
False statements or acts of plagiarism in the application phase will result in exclusion from the Call, without prejudice to the adoption of other sanctioning measures.
2.TYPE AND DURATION OF GRANTS
The scholarship is of mixed type and will have the duration of 12 months, renewable for equal periods up to a maximum of 4 years (48 months). The scholarship will end when the objectives have been met, which could be 4 years after it began.
The period of the work plan at the foreign institution may not exceed 24 months.
The research activities leading to the doctoral degree of the selected scholarship holders must be within the framework of the Polytechnic of Leiria’s activity plan and strategy, and must be developed within the scope of the Univertsity Beira Interior (UBI) Doctoral Programs.
As a rule, the duration of the scholarship is annual and may be renewed for a maximum of four years (48 months), and may not be awarded for less than 3 consecutive months.
3.SCHOLARSHIP OVERVIEW
The Doctoral Research Grant is aimed at candidates enrolled in a doctoral program or candidates who meet the necessary conditions for enrollment in one of the doctoral programs at the University of Beira Interior and who intend to develop research activities leading to a doctoral degree at the Polytechnic of Leiria (Portugal) and University Beira Interior (Portugal), or at associated host institutions.
4.ADMISSIBILITY
4.1. Eligibility Requirements
The following are eligible to apply:
•Nationals or citizens of other EU member states
•Citizens from third-party states;
•Stateless persons;
•Citizen’s beneficiaries of political refugee status
To apply for a PhD Research Grant, it is mandatory:
•Hold a bachelor's or master's degree in the areas of sports sciences or in related areas.
•To live in Portugal permanently and habitually, at the start of the period of the work plan abroad. This requirement applies to both Portuguese and foreign citizenship.
•Not to have benefited from any doctoral scholarship or a doctoral in industry scholarship directly funded by the FCT, regardless of its duration.
•Not to hold a doctoral degree.
4.2. Admissibility Requirements for Applications
The application may be rejected if any of the following documents is missing.
•Application form, available here ;
•Candidates curriculum vitae;
•Identity card/citizen card/passport;
•Certificates of the academic degrees held, specifying the final classification and, if possible, the classifications obtained in all subjects taken. Alternatively, a declaration of honor signed by the candidate that he/she has completed the bachelor's or master's degree until the application deadline;
•Recognition Record of all academic degrees awarded by foreign higher education institutions and the conversion of the respective final grade to the Portuguese classification scale, or, alternatively, a declaration of honor signed by the candidate confirming that the foreign degree was recognized as equivalent to a bachelor's or master's degree before the application deadline;
•Motivation Letter;
•Supporting documents required for other parameters included in the assessment;
•The application and all associated documents, including motivation letters, must be written in Portuguese or English.
With regard to the above-mentioned admissibility requirements, the following should be noted:
•Regarding academic degrees awarded by foreign higher education institutions, and in order to guarantee the application of the principle of equal treatment to all candidates that hold foreign and national academic degrees, it is mandatory to recognize these degrees and convert the respective final grade to the Portuguese classification scale.
•The recognition of foreign academic degrees, diplomas and the conversion of the final grade to the Portuguese classification scale can be requested at any public higher education institution, or at the Directorate-General for Higher Education (DGES, only in the case of automatic recognition). In this regard, it is suggested that you consult the DGES portal at the following address: https://www.dges.gov.pt/en
•Candidates will only be admitted if they have completed a bachelor's or master's degree study cycle until the application’s deadline. If they don’t hold the degree certificate, a declaration of honor stating the completion of the study cycle will be accepted until the application’s deadline. The award of the scholarship is conditional, at the contractual stage, on the presentation of proof of academic qualifications.
5.WORKPLAN AND SCIENTIFIC SUPERVISION OF SCHOLARSHIP
The general aim of this workplan is to validate the ‘Wall Drop Punt Kick & Catch’ (WDPK&C) gross motor coordination test as an oculomanual and oculopedal coordination test that can integrate existing batteries of motor competence in its manipulative component or, possibly, as a test that integrates the three essential components of a battery of this type (locomotor, manipulative and stability components). In the latter case, the WDPK&C could not only integrate these batteries but, more importantly, replace them with advantages in terms of materials, human resources, etc.
In addition, the workplan also aims to carry out investigation and comparative performance studies in this test with participants from other countries, namely Ireland, due to Gaelic football (a sport where, along with the Tripela created by the research supervision team in 2008, with hands and feet playing a direct role in handling the ball of the game, the core of the test under development), and Spain, due to the expansion of this sport (Tripela) and where various partners will collaborate in the research work for this purpose (e.g. University of A Coruña and University of Valencia, among others). At the same time, a great deal of interest in Argentina, recently shown by associations that practice alternative sports, including Tripela, will allow to extend the work plan beyond the European borders with broader cross-cultural data. With regard to Ireland, the research collaboration will be developed with the Technical University of Shannon, following other previous research collaborations of the research team in the field of sports science.
The research work will be carried out under the scientific supervision of Professors Rui Matos, Diogo Monteiro e Daniel Marinho.
6.EVALUATION CRITERIA AND BONUSES
6.1. Evaluation criteria
The assessment will be based on an analysis of the candidate's curriculum vitae, experience in research and innovation activities, motivation and interview, focusing on the overall merit of the candidate
Admissible applications will be scored on a scale between 0 and 20, on each of the following criteria:
•Criterion A - Curriculum analysis, which has a weight of 40% in the final score, is evaluated based on 4 sub-criteria:
oSub-criterion A1 - Suitability of study areas of the academic degrees to the objectives of the work plan (40%)
o Sub-criterion A2 – Final Grade obtained of the bachelor's degree (30%)
oSub-criterion A3 - Final grade of the master's degree - curricular part (20%)
oSub-criterion A4 - Final grade of the master's degree - dissertation (10%)
•Criterion B - Experience in research and innovation activities, including publications in the field for which the Call is open, teamwork, participation in R&D projects, with the weight of 20% in the final score.
•Criterion C - Motivation letter, with a weight of 5% in the final score.
•Criterion D - Selection interview, with the weight of 35% in the final score, is evaluated based on 3 sub-criteria:
oSub-criterion D1 - Motivation and interest (30%)
oSub-criterion D2 - Expression capacity, critical analysis and verbal fluency in English (30%)
oSub-criterion D3 - Suitability of the technical-scientific profile to the objectives of the work plan (40%)
For decision purposes on the award of scholarships, candidates will be ranked according to the weighted average of the classification obtained in each of the (4) criteria:
Final Score= (0.40 × ????) + ((0.20× ????) + (0.05× C) + (0.35× D)
For tie-breaking purposes, candidates will be ranked on the basis of the scores assigned for each of the assessment criteria in the following order of precedence: criterion A, criterion B, criterion C and D.
Important notice for applicants with diplomas issued by foreign higher education institutions:
•Candidates with diplomas issued by foreign higher education institutions may apply and will be assessed using the same criteria as candidates with diplomas issued by Portuguese institutions, however it’s mandatory to submit a proof of the recognition of their academic degrees and the conversion of the respective final grade to the Portuguese grading scale in accordance with the applicable legislation.
•Candidates with recognized foreign degrees who do not provide proof of the conversion of the final grade to the Portuguese classification grading scale will be assessed with the minimum classification (10 points) in criteria A2, A3 and A4.
•In any case, scholarship contracts from candidates with diplomas issued by foreign institutions will only be concluded upon presentation of proof of recognition of the academic degrees and conversion of the final grade, as indicated above.
Candidates whose application is evaluated with a final score of less than (10) points are not eligible for the grant.
7.EVALUATION
The assessment panel will assess the applications in accordance with the evaluation criteria set out in this Call for Tenders, weighing up the elements of assessment.
All panel members, including the coordinator, establish the commitment to respect a set of responsibilities that are essential in the evaluation process, such as the duties of impartiality, declaration of any potential conflict of interest situations and confidentiality. At all times during the evaluation process, confidentiality is fully protected and ensured in order to guarantee the independence of all the reviews produced.
For each application, the panel will produce a final evaluation form which clearly, coherently and consistently presents the arguments that led to the scores given to each of the evaluation criteria and sub-criteria.
The minutes of the evaluation panel plenary meetings are the responsibility of all panel members.
The minutes and their annexes must include:
•Name and affiliation of all members of the assessment panel;
•Identification of all excluded applications and their reasoning;
•Methodology adopted by the panel for cases considered as particular ones;
•Final Evaluation Sheets for each candidate;
•Provisional list of classification and ranking of applications evaluated by the panel, in descending order of final score,
•CIS declarations from all panel members;
•Any delegations of votes and powers due to justified absence.
8.RESULTS DISCLOSURE
The results of the assessment are communicated via e-mail, to the e-mail address used by the candidate to submit the application/indicated in the application.
9.DEADLINES AND PROCEDURES FOR PRIOR HEARINGS, COMPLAINTS AND APPEALS
After the provisional list of assessment results has been communicated, candidates have a period of 10 working days to present a complaint, at the prior hearing of interested parties, under the terms of articles 121 et seq. of the Administrative Procedure Code.
The final decision will be handed down after analysis of the comments made at the prior hearing of interested parties. A complaint may be lodged against the final decision within 15 working days or, alternatively, an appeal may be lodged within 30 working days, both counted from the date of notification. Candidates who choose to submit a complaint must address their opinion to the member of the FCT Board of Directors with delegated powers. Candidates who choose to appeal must address their appeal to the FCT Board of Directors.
10.SCHOLARSHIP REQUIREMENTS
Research grant contracts are signed directly with the FCT.
The following documents must be submitted when the grant is awarded, for contracting purposes:
a)Copy of civil and tax identification document(s) and when applicable, social security document(s);
b)Copy of the academic degree’s certificates held;
c)Presentation of the record of recognition of foreign academic degrees and conversion of the respective final grades to the Portuguese grading scale, if applicable;
d)Work plan;
e)Document proving enrolment and registration in one of the Doctoral Programs identified in this Notice;
f)Declaration from the supervisor(s) assuming responsibility to oversee the work plan, under the terms of article 5-A of the Research Fellow Statute (draft declaration to be made available by the FCT);
g)Document proving the candidate’s acceptance by the institution where the research activities will take place, guaranteeing the necessary conditions for their proper development, as well as compliance with the duties set out in article 13 of the Research Fellow Statute (draft declaration to be made available by the FCT);
h)Updated document proving compliance with the exclusive dedication scheme (draft declaration to be made available by the FCT).
The granting of the scholarship is still dependent on:
•compliance with the requirements set out in this call;
•the result of the evaluation;
•the absence of unjustified non-compliance with the scholarship holder's duties under a previous scholarship contract funded directly or indirectly by the FCT;
•FCT’s budget availability.
Failure to submit the necessary documents required to complete the scholarship contracting process within 6 months of date of communication of the conditional award decision, will result in the expiry of the concession and termination of the process.
11.FUNDING
Grant’s payment will start once the candidates have returned the duly signed grant contract, which must take place within a maximum of 15 working days from the date of receipt.
The scholarships awarded under this call will be financed by the FCT, funded by the government budget and, when eligible, with funds from the European Social Fund, through the Demography, Qualifications and Inclusion Program (PDQI), in accordance with the regulations established for this purpose.
12.SCHOLARSHIP COMPONENTS
The studentships granted are paid a monthly allowance in accordance with the table in Annex I of the RRG.
The grant may also include other components, under the terms set out in Article 18 of the RBI and for the amounts set out in Annex II.
All studentships’ holders benefit from a personal accident’s insurance in relation to their research activities, paid by the FCT.
All studentships holders who are not covered by any social protection scheme can ensure that they exercise their right to social security by joining the voluntary social insurance scheme, under the terms of the Code of Contributory Schemes of the Social Security System, with the FCT covering the costs resulting from the contributions under the terms and within the limits set out in article 10 of the RGH.
13. PAYMENTS OF SCHOLARSHIP COMPONENTS
Payments due to the grant holder are made by bank transfer to the account identified by the grant holder. The monthly allowance is paid on the first working day of each month.
Payments from the registration, enrollment and tuition components are made by the FCT directly to the national institution where the scholarship holder is registered or enrolled in the doctoral program.
14. TERMS AND CONDITIONS OF SCHOLARSHIP RENEWAL
The renewal of the scholarship is always subject to an application submitted by the studentship holder within 60 working days prior to the renewal start date, accompanied by the following documents:
a)reviews from the supervisor(s) and the host entity(ies) regarding the grant holder’s monitored work and the evaluation of its activities.
b)updated document proving compliance with the exclusive dedication scheme
c)a document certifying the renewal of enrolment in the cycle of studies leading to the doctoral degree.
15. INFORMATION AND PUBLICITY OF THE FUNDING GRANTED
All R&D activities directly or indirectly funded by the grant, namely all communications, publications and scientific creations, as well as thesis, carried out with the grant’s support, must mention the financial support of the FCT and the European Social Fund, namely through the Demography, Qualifications and Inclusion Program (PDQI). To this end, the FCT, MCTES, ESF and EU insignia must be inscribed on the documents relating to these actions, in accordance with the graphic standards of the community support program.
The dissemination of research results funded under the RBI must comply with the open access rules for data, publications and other research results in force at the FCT.
In all grants, and particularly in the case of actions supported by EU funding, namely the ESF, monitoring and control actions may be carried out by national and EU bodies in accordance with the applicable legislation in this area, with the supported grant holders being obliged to collaborate and provide the information requested, including carrying out surveys and evaluation studies in this area, even if the grant has already terminated.
16. NON-DISCRIMINATION AND EQUAL ACCESS POLICY
The FCT promotes a policy of non-discrimination and equal access, whereby no candidate may be privileged, benefited, disadvantaged or deprived of any right or exempted from any duty on the grounds of ancestry, age, gender, sexual orientation, marital status, family situation, economic situation, education, social origin or condition, genetic heritage, reduced working capacity, disability, chronic illness, nationality, ethnic origin, etc.
17. APPLICABLE LEGISLATION AND REGULATIONS
The Call for Proposal is governed by this Notice for Call, by the FCT Research Grant Regulations, approved by Regulation no. 950/2019, published in the II Series of the Official Gazette of December 16, 2019, by the Research Grant Holder Statute approved by Law no. 40/2004, of August 18, as amended, and by other applicable national and EU legislation.
