Job DescriptionFraunhofer Portugal is looking to employ an HR coordinator with outstanding written, verbal and interpersonal communication skills in both Portuguese and English. Integrated in a knowledge intensive operation, the Fraunhofer Portugal Human Resources Coordinator should display strong problem solving and decision-making skills with a deep understanding of employee relationships and wellbeing, staffing management and payroll. The ideal candidate understands the Research & Development environment and needs, has strategical planning capability and experience in working with multi location teams and remote work.
ResponsibilitiesCompliance and operationsResponsible for the delivery of legal obligations related to payroll and for operating the payroll system, including providing support and clarifications to employees when requested;Compile, process, verify and maintain employees' records and all documentation related to personnel activities such as training, performance evaluations and complaints in secured files and computer systems;Ensure and support the scheduling of holidays, absences, and attendance of every employee, adjusting monthly wages accordingly, and create and update individual collaborators' holidays' files and general holiday maps in accordance with Fraunhofer's procedures and the labor laws in force;Keep internal human resources policies up to date and in alignment with the R&D centers; verify compliance of Fraunhofer Portugal's HR procedures;Manage private Health Insurance for employees;Schedule labor medicine appointments for employees (new hired or periodically);Compile and prepare information and documents to submit to specific legal reports;Prepare and manage work contracts;Manage the Human Resources annual budget.Talent acquisition and retentionDevelop and sustain an HR program for talent acquisition, talent retention, needs assessment and learning opportunities, liaising with team supervisors to ensure smooth HR management; support to senior researchers in the definition of plans for talent acquisition and retention;Ensure full employee life cycle (onboarding / offboarding) and successful employee experience, namely being responsible for the planning and execution of the onboarding process for new hires.Organizational culture and change processesPromote a good work environment among Fraunhofer Portugal teams and disseminate the organization's culture and values;Support researchers in HR-related matters, such as preparing job posts, providing training sessions on job interviews, supporting the preparation of R&D career plans, and designing annual training plans and implementing them;Identify and propose methods and/or tools to streamline processes.Personal SkillsYou need sensitivity to the organization's goals and values and the ability to relay them to employees;Proactive, approachable, with teamwork spirit, and highly motivated;Ability to plan for the long-term and assist the organization in meeting its strategic goals;Good communication skills;High ethical standards and demonstrated ability to handle complex situations;Strong interpersonal skills and discretion;Leadership and strong management skills.Academic QualificationsAcademic Degree in Human Resources or related area;Post-graduation or additional academic qualification in Labor Law (preferred).Other SkillsGood written and oral knowledge of English Language (only candidates speaking/writing both English and Portuguese will be considered);Ability to analyze, interpret and explain the Labor Code and related updates;Experience with PHC software;Experience with change management (preferred).Professional ExperienceFive or more years of Human Resources experience;Experience in R&D institution or company with strong R&D department(s).What We OfferExcellent work conditions;Being part of the team of one of the most renown applied R&D institutions of the world;Working in an organization with positive societal impact;Adequate salary (depending on professional experience and academic degree);Possibility to adhere to private health insurance plan;Flexible working hours and opportunities to work from home;Opportunities for further training.We combine current research topics with economic relevance.
