DESCRIPTION OF A TECHNICAL PROJECT MANAGER / LEADER

The company's Engineering Team works with customers to develop optimal solutions to help overcome their challenges. In this context, we are looking for a Technical Project Manager / Leader to join our team.
Key Responsibilities:
1. Ensure technical compliance with the defined scope, schedule, cost, and quality as the ultimate technical manager of the project.
2. Lead the project technically, facilitating collaborative and agile management among project team members.
3. Maintain effective communication with the team, Project Manager, and client.
4. Manage the budget allocated to engineering in the project and provide forecast reports to the Project Commercial Manager assigned to the project.
5. Properly plan the project involving all specialties and intrinsic and extrinsic dependencies.
6. Create technical reports/technical notes for formal communication with the client.
7. Manage resource capacity with the appropriate competence for project tasks, including conflict management and anticipation of training needs.
8. Plan the engineering milestones of the project to achieve timely delivery according to the overall project plan through the definition of deliverables and coherent and detailed planning of each subsystem with the support of other specialty teams.
9. Identify, monitor, and communicate the critical path with the team so that everyone can make priority-based decisions.
10. Launch and supervise the correct use of Ms Planner, ProjectWise, and Ms Project (online) by all team members.
11. Maintain effective communication with the Project Engineering Team, particularly with the Delivery Managers of each specialty assigned to the project.
12. Maintain effective communication with the Project Manager and the Client.
13. Manage conflicts in defining the technical solution adopted with the System Manager and the different Delivery Managers of various specialties.
14. Approve the design generated by the different engineering collaborators involved in the project.
15. Manage the budget allocated to engineering, monitoring and reporting to engineering management and other Siemens Mobility departments involved in the project.
16. Manage with the team the necessary inputs for the supply and reservation of materials and ensure timely launch by the different Delivery Managers.
17. Create forecasts of tasks/resources associated with the project, monitoring and reporting to engineering management.
18. Generate technical reports for any variation order (technical solution, tasks, costs, deadlines, ...) during the project execution phase.
19. Establish and maintain the basic meeting methodology, including holding the weekly project coordination meeting.
20. Conduct weekly follow-up on the compliance with the dates of the different ongoing tasks and activities (progress of different techniques).
21. Update project progress and make decisions/resolving incidents to ensure objectives are met.
22. Develop various high-level plans associated with engineering: Engineering Management Plan, Migration Plan, Test Plan, Commissioning Plan, ... corresponding to the project documentation list.
23. Participate in system integration tests and generate associated reports, if necessary, by the Test Manager.
24. Develop and coordinate client training plans with the support of different Delivery Managers.
25. Generate and maintain the system version control and the roadmap of generic products involved in the technical solution for the project.
26. Record and disseminate lessons learned to team members and the rest of the organization.
Requirements:
1. Bachelor's in Electrical Engineering or similar degree.
2. Registration with the Professional Order is a plus.
3. 6 to 8 years of experience in the Railway Signaling area.
4. 2 to 3 years of experience in Technical Management roles.
5. Training and certification in project management (PMI or IPMA).
6. Experience with engineering applications and railway signaling design.
7. Experience with Electronic Interlocking and ETCS technologies.
8. Experience with IT systems and command and control centers.
9. Familiarity with CENELEC 50126, 50128, and IEC 62443 standards.
10. Advanced skills in Microsoft Office tools.
11. Availability for site and international travel if necessary.
