Offer Description The ABC CoLAB (Algarve Biomedical Center Collaborative Laboratory – Integrated Solutions for Aging and Rejuvenation) is an innovative triple-helix model in health focused on longevity and active aging, aimed at transferring knowledge and technology to society and target markets.
This call is for hiring one (1) Project Manager (Technical – Scientific field) (M/F), for candidates of any nationality, under operation ALGARVE-FSE+-01177600 related to the application submitted to Notice ALGARVE-2024-8, funded by the Algarve 2030 Regional Program and co-funded by the European Social Fund Plus (ESF+).
Missão: The Project Manager reports directly to the Executive and Innovation Director (CEO/CIO) and will be responsible for identifying funding opportunities, supporting the preparation and submission of applications, monitoring ongoing projects, preparing reports for different entities, among other duties.
MAIN RESPONSIBILITIES AND DUTIES: Identify public and private funding opportunities (national and international); Carefully review call notices and present them to the ABC CoLAB team; Support the preparation of funding applications, including drafting necessary documents and gathering required information, ensuring compliance with technical and administrative requirements; Manage project implementation, ensuring objectives, deadlines, and impact indicators defined in the funding contract are met, while coordinating with stakeholders; Prepare presentations and consolidated progress and annual execution reports for consortium meetings, funding entities, and stakeholders, in coordination with the finance department, ensuring alignment with funders' requirements; Define and monitor appropriate metrics to track project progress, ensuring the quality of deliverables and reports within the allocated budget and deadlines; Support decision-making on technical matters related to changes or improvements in project management systems; Assist in tracking innovation indicators, Technology Readiness Level (TRL), and scientific, technological, and socio-economic impact metrics; Support the identification of new R&I business opportunities, networking, and engagement with companies and investors to maximize project impact and foster the creation of spin-offs/start-ups; Promote and execute specialized support activities in external relations—Intellectual Property; facilitate coordination with funding entities, including the European Commission, FCT, etc.; Contribute to defining the CoLAB's growth strategy and aligning projects with global challenges (e.g., European Green Deal, EU Missions); Monitor trends in R&I funding to ensure ABC CoLAB maintains a competitive position; Support the communication and dissemination of results, as required by funding programs; Represent ABC CoLAB in meetings, external events, fairs, and similar initiatives, as requested. REQUIRED PROFILE: MSc or PhD in a scientific field relevant to ABC CoLAB, with experience in project and/or funding program management; Proven professional experience in similar roles, with a minimum of 5 years for MSc candidates (MANDATORY); Professional experience in managing innovation projects (industry; academia) and in preparing competitive funding applications (national and international); Strong knowledge of project management tools and proficiency in Office software; Experience in knowledge and technology transfer activities and innovation for the business sector; Strong interpersonal skills, analytical abilities, and proficiency in data analysis; High level of autonomy and initiative; Proficiency in written and spoken Portuguese and English. SELECTION METHODS AND CRITERIA Eligible applications will be scored from zero (minimum score) to twenty (maximum score). In case of a tie or if considered necessary, an interview will be conducted with the top candidates.
Admission: All candidates who meet the defined requirements will be admitted.
Evaluation Method: Final classification will be the weighted average of the curricular assessment (50%) and the interview (50%). Selection of the candidates with the highest final score. Curricular Assessment (CA) The CA will be quantitatively expressed from 0 to 20 points, calculated from the following objective criteria: CA = 0.50 × A + 0.50 × B where:
A - Evaluates the academic merit based on professional qualifications; B - Evaluates previous experience relevant to the position; Interview (I) If necessary or in the case of a tie, the interview will be conducted with the top candidates, either in person or by videoconference. The interview score will be based on the following criteria:
Relevance of academic background to ABC CoLAB (0-2 points) Previous professional experience in technical-scientific project management (0-3 points) Experience in preparing competitive funding applications (0-2 points) Networking (industry, academia, government) (0-2 points) Experience in knowledge and technology transfer and innovation for the business sector (0-4 points) Knowledge of funding rules and general guidelines from different funding entities, such as the European Commission, FCT, CCDR-Algarve, etc. (0-3 points) Research mindset, and analytical skills (0-2 points) Orientation towards sustainability and ESG criteria (0-1 point) Excellent communication skills (0-1 point) Final Classification (FC) The final classification of each candidate will be decided by a simple majority of the selection panel members. Candidates will be ranked according to their CA.
If an interview is required, the final classification (FC) of each candidate will be obtained through the weighted average of the Curricular Assessment (CA) (50%) and the Interview (I) (50%). After applying each selection criterion, each jury member will rank the candidates according to the final classification. The candidate who receives the majority of votes will be selected. In case of a tie, the decision will be made by the President of the panel.
The jury will hold the necessary meetings to reach a final decision, documenting the procedures used as well as all elements deemed relevant to the final decision. If no candidates of merit are found, or if funding conditions change significantly after the publication of this notice, the jury reserves the right to close the competition without recruitment. If the selected candidate declines the position, the selection panel reserves the right to offer the position to the next candidate in the ranking.
COMMUNICATION OF RESULTS The evaluation results will be published at / and sent to the candidates' email addresses within 90 working days after the application deadline. Candidates have 10 working days after the results are released to respond during the pre-decision hearing process. The final decision will be made within 60 working days after the pre-decision hearing. If all candidates are selected for the position, the process will conclude with a final decision.
RATIFICATION After the pre-decision hearing, the final panel decision will be proposed for ratification by the ABC CoLAB Board.
OTHER INFORMATION Candidates with foreign academic degrees must provide proof of degree recognition as per Decree-Law no. 66/2018. Any candidate without such recognition will not be admitted to the competition.
