RESPONSIBILITIES
& MAIN TASKS
Category Management:
1. Identify and assess needs, risks and opportunities as well as purchasing processes on the Contingent Workforce (CWF) Categories
2. Co-design, structure, develop the Global HR procurement strategy with the CWF teams and relevant stakeholders and in alignment with the new vision and strategy of the Global Indirect procurement
3. For that, the candidate will conduct all the relevant taskings related to Category Management: Demand management, category assessment versus external benchmark, risk and opportunities (short terms to medium terms), relevant sourcing strategy by subcategory/initiatives, contracting, execution and implementation, set-up and update KPI and Dashboard to ensure and demonstrate the Category Performance
4. Once validated, build and agree with his/her Head of CWF Department and the Global CWF Key stakeholders, a multiyear roadmap, while onboarding all 3rd parties – both internal and external stakeholders – to ensure its implementation and measure the Performance (KPI, dashboard, balance scorecard).

Implementation of the Roadmaps and Action plans:
6. You will be responsible for the implementation of action plans at both global and local level (country / region), either executing it on your own (in coordination with global CWF Teams) and/or coordinating it with local/regional indirect procurement buyers: Define, implement and execute robust action plans to reach expected goals in terms of cost, value and benefits for the business, quality and time performance, compliance and ESG Goals (CWF sustainability) Suggest and agree with relevant stakeholders and team members the proper level of involvement of CWF procurement to ensure its governance and execution the strategy and associated action plans, results versus target. Define and agree on the sourcing strategy: run RFx and any convenient sourcing approach to achieve agreed targets, both quantitative and qualitative Improve vendor management relationship (ie: SLA commitments, innovations, compliance, ESG…. etc.) Implement / improve Contract life cycle management Improve and implement any specific dashboard, KPI Provide transparency, monitor and track record of the results against corporate goals (cost versus budget/targets, quality, time, ESG (ie: “CWF Sustainability Program”), while working closely with CWF stakeholders, as well as Cost controllers
7. Refresh and update the strategy and its roadmap to bring the category to the next maturity level
8. Ensure that complex and strategic CWF global projects (new ERP, VMS implementation) get the right level of support and involvement from CWF procurement (supplier selection, cost optimization, value for the business, suppliers’ performance and contract review …etc.) for the success of these strategic projects
Contributing actively to the new CWF Procurement activities:
9. Act accordingly to ensure the implementation of the new CWF procurement Governance, within SBM Offshore
10. Promote CWF procurement activities in your category: Demonstrate key results and value creation, feeding CWF procurements KPIs and Dashboard (cost savings, supplier performance, contract life cycle…), while developing specific Balance Score Cards to your category to improve track records and decision making for your CWF stakeholders,
11. Develop and share CWF procurement expertise and provide updates on Supplier Market Intelligence in your category, such as Cost, Service improvement, added value that fit with the business needs of the company, innovations, best practices of the players
12. Be a key team player of the “One CWF procurement team”, notably: Feeding the new Global CWF procurement strategy, while implementing the TOM at a global level Updating / participating to the creation of new governance, processes and tools Work closely with P2P Team to ensure that E2E process and communication flow are always efficient, maintaining an adequate level of control Ensure the “once voice communication” through the whole company not only to promote the CWF procurement activities, but also to ensure that all processes are understood and applied
JOB REQUIREMENTS
Specific skills / expertise / product:
13. 7 years’ experience in procurement, with special emphasis in HR;
14. Track records in Negotiations, Contract life cycle, Supplier management, procurement value chain;
15. Autonomy in building CWF Category strategy and its roadmap – Candidate having track records on the different taskings of Category Strategy, may also be considered to become later on our Global CWF Category Manager, depending on the potential and motivation of the candidate
16. Bring strategic vision, while being result oriented in the operational implementation
17. Experienced in a role involving global exposure
18. Good knowledge of ISO 20400 is a plus, as well as Supplier risk and compliance
19. Fluency in English,
20. Past experience or exposure to ERP implementation is a plus.
